What’s the purpose of a charge controller? 
A charge controller is an important component in a battery based solar system and are not used in straight grid tie systems. The primary role is to manage charging the battery bank, prevent it from overcharging and control the rate of the current and voltage at which it charges.

Simply put, it keeps the panels from overcharging the batteries, solar panels can put out 17 volts. 


Is there a way to figure out how many volts are coming off your panels? 

The charger controller has Volt meters or you can use a volt meter at the panels when they are in the sun.
